A second judge has taken action:
A federal judge issued a temporary restraining order Friday blocking state and local authorities from evicting a paroled sex offender from his home, marking the second time in two weeks that judges have signaled that a Prop. 83 requirement for sex offenders shouldn't be retroactive.
U.S. District Court Judge Laurence Karlton issued the order Friday in the case of a Sacramento man on parole for a sex offense who feared he could be kicked out of his home due to the passage earlier this month of Prop. 83. The order prohibits state and local authorities from removing the plaintiff, identified only as Jon Doe, from his home.
