Banishment laws turn a problem into someone else's problem. More importantly, they inhibit rehabilitation, increasing the likelihood that the banished offender will return to crime. Keeping offenders under close supervision near their friends, families, jobs, and treatment providers is a better way to protect society from recidivists.
Given the interesting and rather lengthly discussion of banishment in the context of ex post facto laws in STOGNER v. CALIFORNIA, it would seem the new California sex offender banishment provision is a slam dunk for the petitioner. How can the state think otherwise?

Prop 83 - Hail Hitler, this law would make Hitler roll over in his grave with thrills of joy, to know that his legacy of hatred and compulsive evil lives on. Prop 83 has all the characteristic stages (8 stages) of GENOCIDE!! It appears the same template was used to frame this law.
